City Council Agenda for March 21, 2017

The Alliance City Council will hold its regular meeting in the Alliance School Board Building on Tuesday, March 18.
Prior to conducting the first public hearing the City Council will open the proceedings with the Call to Order, Roll Call, Open Meetings Act Announcement , Invocation and Pledge of Allegiance.
Kevin Hardin is to be announced as a new Electric Journeyman Lineman Apprentice.
The Consent Calendar consists of the Approval of Minutes, Payroll and Claims, Cemetery Quitclaim Deed, and Update City Rate Sheet for City services.
The first public hearing scheduled for the meeting is Ordinance No. 2834 – Preliminary and Final Plat for LinPepCo. for first reading.
LinPepCo. is requesting approval of a Preliminary Plat and Final Plat Holsten Drive, a Replat of Holsten Drive and the North 100 feet of Outlot A, and Outlot IA, a Replat of Outlot A to the City of Alliance, in the Southwest Quarter of Section 35, Township 25 North, Range 48 West of the 6th P.M., Box Butte County, Nebraska. The property is north and east of 1639 Holsten Drive or at the east dead end of Holsten Drive.
The Planning Commission conduct a public hearing at their regular meeting on February 14, 2017 and made the recommendation to Council for approval.
Ordinance No. 2835 – Municipal Code Zoning Amendment – Breweries, Wineries and Distilleries is before the council for first reading. The zoning amendment The proposed amendments to the Alliance Municipal Code zoning regulations to accommodate breweries, microbreweries, distilleries, micro distilleries, wineries and micro wineries.
At their regular meeting on February 14 2017 recommended approval of the proposed amendments. Ordinance No. 2835 has been prepared for council’s consideration for first reading.
Resolution No. 17-28 Manager’s Application for Western Cooperative Company dba KC Shortstop.
The council is in receipt of the Manager’s Application of Jess E. Swimmer for Western Cooperative Company’s KC’s Shortstop facility 2414 box Butte Avenue, Alliance. The application was forwarded from the Nebraska Liquor Control Commission for the City Council’s recommendation. Representatives of the application were advised to be in attendance.
Res. No. 17-29 – Electric Standards of Apprenticeship has been prepared for council’s consideration and will adopt the U.S. Department of Labor Standards of Apprenticeship for the Electric Department. Adopting this policy will allow our entry level electric employees to receive on-the-job training meeting a national standard.
Res. No. 17-30 – Handyman Program Grant Renewal, if passed will authorize the submittal of the city of Alliance’s Detailed Plan of Operation for the Box Butte County Handyman Program for the fiscal year July 1, 2017 through June 30, 2018.
Res. No. 17-31 – Public Transit Grant Renewal, if passed will authorize staff to submit a proposal (application) top the Nebraska Department of Roads for the continuation of the Box Butte County Public Transit Program. The city’s financial support for this program is $20,000. Box Butte County, village of Hemingford and Box Butte General Hospital also support the program.
The city currently has one vacancy on the Board of Adjustment, one vacancy on the A-1 Downtown Improvement Board, one vacancy on the Library Board and one vacancy on the Park and Tree Board.
The city is in receipt of an application from Jeff Schmidt to fill the Library Board vacancy. The vacant term expires June 30, 2020.

Pursuant to Section 84-1410 Reissue Revised Statutes, the council finds it necessary to enter into a closed session for a personal matter.
