City Council Agenda – April 4

ALLIANCE – The City Council meeting on Tuesday will begin with the Call to Order, Roll Call, Open Meetings Act Announcement, and the Invocation and Pledge of Allegiance.

Chris Gasseling is to be announced as an Electric Apprentice Journey Line Worker prior to the review and approval or disapproval of the Consent Calendar.

A proclamation declaring National Public Safety Telecommunications Week is to be made, but no dates for the beginning and the ending of this week were provided.

ACE Presentation and Proclamation —The City of Alliance will accept a Membership distribution check from ACE (Public Alliance for Community Energy) in the amount of $18,736. To date $136,051 was returned to the city from ACE.
Staff is recommending these funds be utilized toward a project or program for the betterment of our community, which can be determined by the council during its budget process. The council also encourages the citizens of Alliance to select ACE as their natural gas supplier during the Choice Gas selection period, which begins April 13 and runs through April 27.

Request of Newberry’s for a Street Closure —The city received a request from Melanie Mann of Newberry’s for a street closure of Fourth Street between Box Butte Avenue and the alley to the west. The request is for Saturday and Sunday, August 19 and 20 to hold a steak dinner and street dance with a band. The event is during the solar eclipse weekend and staff does have some concerns.

Presentation — Airport Strategic Growth and Business Strategy Plan – Michael Mooney and Melissa Galvan-Peterson will be in attendance to present to council their findings in the recently completed Airport Growth Study.

Ordinance No. 2832 — Municipal Code Amendment – Recreational Vehicle Parking is before the council for first reading. The ordinance is before council at the request of Councilman Korber-Gonzalez. The ordinance will amend § 26-137 of the Alliance Municipal Code regarding the time limits for parking and recreational vehicles.
In January 2016 council approved an amendment to this code limiting the parking from seven days to 24 hours. This new amendment will increase the permitted parking time to three days.

Ord. No. 2833 —Municipal Code Amendment – Trucks, Busses and Medium or Heavy Duty Vehicles is before the council for first reading. When reviewing the previous ordinance, staff believed it would be best to also amend § 26-133 regulating the parking of trucks, buses, and medium or heavy duty vehicles.
As a result, ord. no. 2833 is before council for first reading and will adopt the U.S. Department of Transportation regulation which classifies vehicles into eight categories by weight and placing parking restrictions for those Class 6 and above.

Ord. No. 2836 — Amendment to the Classification Plan is before the council for first reading. If passed on third reading, the ordinance will amend the city’s classification plan by changing the Public Works Director position to Water, Sewer and streets Superintendent; and RSVP/Handyman Clerk to Community Services Clerk.

Ord. No. 2834 — Preliminary and Final Plat for LinPepCo is before the council for second reading. If passed upon third reading will approve the Preliminary Plat and Final Plat request of LinPepCo. The property is north and east of 1639 Holsten Drive or at the east dead end of Holsten Drive.
The planning Commission conducted a public hearing at their regular meeting on Feb. 14, 2017 and made the recommendation to council for approval.

Ord. No. 2835 — Municipal Code Zoning Amendment – Breweries, Wineries and distilleries is before the council for second reading. If passed on third reading the ordinance will approve the proposed amendments to the Alliance Municipal Code zoning regulations to accommodate breweries, micro-breweries, distilleries, micro-distilleries, wineries and micro-wineries.
The planning commission, at their regular meeting on Feb. 14, 2017 recommended approval of the proposed amendments.

Resolution No. 17-33 — Selection of Health Insurance Broker – The City of Alliance issued a Request for Qualifications for an Employee Benefit Plan Broker/Consultant for the city’s self-insured health insurance program. Staff received three proposals and recommends the service of Hays Corporation of Denver, Colo. in the amount of $30,000.

Res. No 17-34 — Street Overlay Project Change Order Request, if passed will approve Change Order No. 1 to the 2016 overlay project in the amount of $106,967. The change order includes four modifications: adds an 8-inch PCC pavement repair on Second Street and Mississippi Avenue and adds a cold milling and asphalt overlay on Peterson Court, Sweetwater Avenue 300 feet south of Fourth Street, and Second Street between Niobrara and Box Butte Avenue to the bricks. Adequate funds are available within the budge for this modification.

Rehabilitation of Runway 8/26 Project — is a joint project between the City of Alliance, Nebraska Department of Aeronautics and the Federal Aviation Administration. The project is scheduled to be designed in 2017 with construction in the summer of 2018. The city’s portion of the cost for this project will be 10%.

Res. No. 17-35 — Project Application and Certifications, if passed will authorize staff to submit a Project Application to the Nebraska Department of Aeronautics for the rehabilitation project of runway 8/26. The application will include all the requi8red Sponsor Certifications and grant authority for the mayor to execute the associated documents when received.

Res. No. 17-36 — Agency Agreement with the Nebraska Department of Aeronautics, if pass will authorize the City of Alliance to enter into an Agency Agreement with the Nebraska Department of Aeronautics for Project No. 3-31-0003-019-2017 for the purpose of obtaining federal assistance.

Res. No. 17-37 if passed will authorize the submittal of a grant to the Nebraska Department of Roads for the purchase of two replacement vans for the Public Transit Program. Federal funding will pick up 80 percent of the purchase; the state will cover 10 percent with the city being responsible for 10 percent, which will amount to $7,400.

Board Appointments and Resignations — The city currently has one vacancy on the Board of Adjustment, A-2 Downtown Improvement board, Park and Tree board and a religious representative on the Police Advisory Board.

Executive Session – Personnel Matter – Pursuant to § 84-1410 Reissue Revised Statutes of Nebraska 1943, that council finds in necessary to enter into a closed session to protect the reputation of individuals for a personnel matter.

Consideration of Appointment of City Manager and Authorization for the Mayor to Sign Agreement will take place before adjournment.
