Alliance City Council Agenda – April 18, 2017

The City Council meeting will begin with the Call to Order, Roll Call, Open Meetings Act Announcement, and the Invocation and Pledge of Allegiance.

The council will present a proclamation declaring April 28, 2017 as Arbor Day.

The Consent Calendar consists of the following:

  • Approval of Minutes, Payroll and Claims
  • Demand Listing
  • Contractor Licenses
  • Resolution No. 17-38 – Janitorial Contract Renewals
  • No. 17-39 – Heartland Expressway Electric Relocation Change Order and Certificate of Completion Acceptance
  • Doggie Dash Event
  • Chamber of Commerce Heritage Days Property Use Requests.

Upon approval of the minutes, the council will move on to the first item on the agenda.

Request of 385 Cruisers for a Street Closure – The City received a request from the 385 Cruisers for the street closure of Cheyenne Avenue between Sixteenth Street and Eighteenth Street on May 6, 2017 between the hours of 1:00 p.m. to 5:00 p.m. The 385 Cruisers would like to hold a Gravity Drag members only event. They provided a Certificate of Liability Insurance naming the City as an additional insured.

Ordinance No. 2832 – Municipal Code Amendment – Recreational Vehicle Parking is before the council second reading. If passed on third reading, the ordinance will amend § 26-137 of the Alliance Municipal Code regarding the time limits for parking recreational vehicles. In January, 2016 council approved an amendment to this Code limiting the parking from 7 days to 24 hours. This new amendment will increase the permitted parking time to 3 days.

Ord. No. 2833 – Municipal Code Amendment – Trucks, Buses, and Medium or Heavy Duty Vehicles is before the council for second reading. When reviewing the previous ordinance, staff believed it would be best to also amend § 26-133, which regulates the parking of trucks, buses, and medium or heavy duty vehicles. As a result of Ord. No. 2833 is before council for second reading and will adopt the U.S. Department of Transportation regulation, which classifies vehicles into eight categories by weight and placing parking restrictions for that Class 6 and above.

Ord. No. 2836 – Amendment to the Classification Plan is before the council for second reading. If passed on third reading, the ordinance will amend the City’s Classification Plan by removing the Street Superintendent and the Water and Sewer positions and adding Water, Sewer, and Streets Superintendent, and changing RSVP/Handyman Clerk to Community Services Clerk.

Ord. No. 2834 – Preliminary and Final Plat for LinPepCo is before the council for third reading. If passed, the ordinance will approve the Preliminary Plat and Final Plat request of LinPepCo. The property is north and east of 1693 Holsten Drive or at the east dead end of Holston Drive. The Planning Commission conducted a public hearing at their regular meeting on February 14, 2017 and made the recommendation to council for approval.

Ord. No. 2835 – Municipal Code Amendment – Breweries, Wineries and Distilleries is before the council for third reading. If passed, the ordinance will approve the proposed amendment to the Alliance Municipal Code zoning regulations to accommodate breweries, microbreweries, distilleries, micro-distilleries, wineries, and micro-wineries. The Alliance Planning Commission at their regular meeting on Feb. 14, 2017 recommended approval of the proposed amendments.

Resolution No. 17-40 – Manager’s License for the Class D Liquor License of Fresh Start – The City of Alliance is in receipt of the Manager’s Application of Nicole E. Barden for Fresh Start Convenience Stores Inc., 610 East Third Street, Alliance. This application was forwarded from the Nebraska Liquor Control Commission for the council’s recommendation. Ms. Barden was advised to be in attendance.

Res. No. 17-41 – Memorandum of Understanding with 150th Commission to host the Mobile children’s Museum. The Mobile children’s Museum will be in Alliance on May 23 and 24. Staff requests the closure of Ninth Street between Sweetwater Avenue and the alley directly east (one half block) during this time for the placement of the Museum.

Res. No. 17-42 – Tree Trimming Services Bid Award. The City of Alliance recently sought bids for tree trimming services for the Urban and Rural Electric lines and alleyways. Three bid packets were issued and one was received. Panhandle Tree Service was the lowest, responsive and responsible bidder for this service. Staff recommends the bid award in the amount not to exceed $16,000 for each area: Urban lines, Rural lines and alleyways for a total not to exceed $48,000.

Res. No. 17-43 – Refuse Container Bid Award if passed will award the purchase of 60 refuse containers from Snyder Industries of Lincoln, Neb. in the amount of $40,992.40.

Res. No. 17-44 – Water Tank Maintenance Bid Award. The City recently issued a Request for bids for a Water Tank Maintenance Program for a ten year period. Three vendors responded to the invitation and the lowest, responsive and responsible bidder for this service was Suez Advanced Solutions.

Res. No. 17-45 – Authorization for Additional Street Rehabilitation if passed will allow staff to proceed with the increasing the number of streets to be rehabilitated under the Street Overlay Project. This recommendation is made to maximize the unit pricing available to the city under the current contract as there will be remaining funds with the approved budget authority.

Board Appointments, Resignations and Vacancies – The City of Alliance has one vacancy available on each of the following: Board of Adjustment, A-2 Downtown Improvement Board, Park and Tree Board and a religious representative on the Police Advisory Board. The city received an application from Rev. Dr. Gideon N. Achi to serve as the religious representative on the Police Advisory Board, which has a term expiring Dec. 32, 2017. An application was received from Adrian A. Gonzalez to serve on the A-2 Downtown Improvement Board for a term expiring Oct. 31, 2017.
